Canon Details Dishonored: The Outsider gives Corvo Attano, the man falsely accused of murdering the Empress, some sweet magic powers in order to popcorn him fucking shit up in the name of putting the Empress' daughter, Emily, back on the throne.

Dishonored DLC: The Outsider looks up his bitter ex to whom he once gave sweet magic powers, in order to taunt him about being sad and popcorn him fucking shit up to save Emily from some other, completely unrelated, threat.

Dishonored 2: 15 years later, another one of the Outsider's exes steals Emily's throne and fridges her dad, Corvo. The Outsider gives Emily some sweet magic powers in order to popcorn her fucking shit up in the name of getting her throne back and saving her dad.

Death of the Outsider: The Outsider's bitter ex and the bitter ex's former apprentice decide to KILL GOD. The Outsider is not opposed to this turn of events.

15 Second Summary 4000 years ago, a beggar boy born under the right signs was scooped up by a cult. They caged him, abused him, and when they slit his throat, he became a god. Since then, the Outsider has watched the world from the Void, gifting his Mark and sweet magic powers to people he finds interesting: the underdogs and outcasts who have the potential to shape the future. Mostly just to see what they'll do with the power he gives them. But after all this time, he's nearly forgotten what it's like to be human, and he's getting tired.
Abilities & Permissions
Abilities The Outsider is god of the Void, which is an eldritch alternate universe thing occasionally accessible from the real world. While the Void technically doesn't exist in Sidereal, for the sake of Eldritch Twink Satan powers, I'm going to rule that he's brought a bit of Void with him by being, you know, god of the Void. This mostly means he's got most of his powers and can yank people in/out of his little pocket of Void-Sidereal.

As a god, the Outsider has a ton of powers. Due to the Void touching on a lot of areas/domains, he even has quite a range of them. He can hijack dreams, move in/out of the Void, teleport, slightly alter his appearance, etc. Has the standard god package of strong/fast/whatever. I'm going to roll with him being able to do anything that any of his Marked can do, so he could theoretically do what Corvo/Daud/Emily do. (Not sure about Billie since she isn't technically Marked.) And, well, I'll probably play fast and loose with little things for flavor.

However, two notable powers will be absent in Sidereal. 1) the Mark he uses to grant magical powers. ICly he's not going to find anything about Sidereal interesting enough to be worth granting his Mark, so no sweet magic powers for anyone. 2) he won't be able to view the future/present/past of folks, which will limit his ability to be a god-modding dick. This will automatically make everyone interesting to him though.
Permissions The Outsider is by nature kind of nosy jerk! The ability to god-mod by viewing potential futures and pasts and such is gone, but he's definitely prone to wandering through dreams, prodding sore spots, and yanking people in and out of the Void without a by-your-leave. If I ever tread too far or he's ever TOO much of a dick, feel free to give me a poke and I'll dial it down.

Feel free to try to fight him! But he's, you know, a god, and a pretty powerful one. But also difficult to truly offend, and not that interested in fighting himself. (He likes to watch.) He's likelier to dodge and taunt and then peace out to the Void rather than stick around for fisticuffs.
Sensing Eldritch! Death! Dreams! Chaos! Magic! Divinity! The Void is many things, and he is god of them all.

To further elaborate, the Outsider became a god when a bunch of cultists used a magic knife to cut his name away in a ritual. He died, and his spiritual self merged with the Void to become a god. His physical body still exists, encased in stone at the edge of the Void. His physical body is not in Sidereal. Feel free to be pinged by...whatever part of that would ping your character.

For surely it is alarming to consider. If the Outsider speaks, why does he not speak to us? He has never conversed with a member of our society, let alone bestowed any favor. Yet we in all the Isles know the truth of his creation, and are his wardens in the Void. So why, then, does he so often appear to the ignorant and miserable, the wronged and the hurt?
